Kettle River Catch

Badger and Yote had always heard stories of the Kettle River, known for its calm waters, stunning views, and abundance of trout. So one fine autumn morning, the two adventurers found themselves by the river’s edge, ready for a day of fly fishing. The mist danced across the water as they waded knee-deep, their fly rods arcing gracefully over the surface of the water.
Badger cast his line, watching as the fly floated gently downstream. “Yote, this place is perfect. I can see why folks come all the way out here.”
Yote, with his line just skimming the water’s surface, nodded in agreement. “The Kettle River has its own magic, doesn’t it?” He looked up the river and grinned. “And you know what pairs perfectly with magic like this?”
Badger raised an eyebrow. “Let me guess... a riddle?”
“Exactly!” Yote said with a twinkle in his eye. “Let’s see if you can solve this one while we wait for the big catch.”
"As you cast your line to the river wide,
You see two brothers side by side.
One stays low, calm and still,
The other climbs high, over the hill.
They move the same way, in and out,
One with a whisper, one with a shout.
They always stay close, never apart,
Together they journey, but where do they start?
What am I?”
What are the two "brothers" that Badger and Yote see while fly fishing on the Kettle River?
Hint: Think about the landscape of the river and the natural elements around it.
